That is true, but we submitted the Elaborate 5 months ago. Do we really believe the Serbs are just dawdling along?  I feel like maybe we went for our review and they have asked for more info, and maybe we are waiting on the follow up.  And now our dawdling is catching up with us.  
Thats just my take of course.  I hope you are right.
