Wendover Productions on Colorado I-70Wendover Productions is a YouTube channel that I think is excellent. For fascinating background on the I-70 take a look at their "How America's Most Expensive Road Works" from two weeks ago.
It doesn't mention ETC or even tolling but it will give you a good sense of the massive challenges in managing that highway. Also easy to see how the government would need tolling revenue. Lots of it.
