When I look at Cuba, it remembers me of Kuppy observations on getting it right with shitty or shouild I say econo-politicaly challenged. His main point : the situation only have to improved from shitty to bad to have a major rerate. Cuba does seem to fit the bill.
Another point of interest : americans can be quite pragmatic. I worked fot CBG a few years ago. CGB was a joint venture between Halco (Alcoa - now RIO/Alcan) and Guinea. That project was started in 63 and included a mine, a processing town, railroad, hospital, airport as well a harbor exporting bauxite feeding Alcan plants in Quebec amongst others. It is intreresting that the project never ceased to ship bauxite to the West even tough Toure, the president of Guinea of the time, till 1982, was a communist having close linkis with Russia and China and nationalized everything in Guinea and led the indepandance/revolution in all the neighbouring countries. Of course Cuba adds another political angle but when the american needs the product, they do what they have to do.
