That's an oversimplification of the matter but is at least grounded in reality.

Chief and Council (who created that digital publication) jurisdiction ends at the reserve border. Ultimate use of the traditional territories falls to the discretion of the 4 Keyohs, who remain supportive.

Time will tell.
