The mine will never be built by these fools. The resource is uneconomic to develop per the existing mine. Otherwise, where are the proven/probable mineral reserves?  

Multiple Preliminary Economic Assessment's do not provide a value for any hypothetical government compensation.

Get a brain and move on.
