A spinoff of the oil pipeline business is an intriguing possibility. After this new deal is completed, about 75% of ENB's bottom line will come from gas pipelines, LNG and gas utilities. The key question is whether there would be any takers for a selloff of the oil pipeline business or a spinoff.
From the SU Board it would appear that there are many people out there that still think oil has a great future over the long run. If that sentiment is widespread among the money people then the possibility exists. Right now, the oil pipelines in at least the short run would likely make a profitable leveraged buyout. That said, it would seem to me that if ENB was actually contemplating such a move, that they would need to action it soon after completion of the current deal with Dominion. The longer they wait the less attractive oil will be IMO.
The gas utility business has lots of potential IMO particularly in the area of electricity production from off grid dispatchable energy technologies using natural gas as a fuel.
