The oligarch in question is an avid supporter of the war.  How is he an "innocent Russian"?   you might want to do a little reading up on how the oligarchs in Russian prop up the regime.

BTW, the long-term health risk from depleted uranium is a heavy metal risk not a nuclear risk.  Russian disinformation claims otherwise.  I'll leave it to Ukrainians to decide what to use to defend themselves.
