First of all I wish to thank you for finding the posting of the award contract.  I bounced around the Army's web site of a couple of hours trying to find and could not.  When we all get togather at a stock holders meeting in the further, you can tell, how you did it.

What do I think?  I think that DOD is following Ucore's plan from the teen's only on a more grand scale.  When Ucore was trying to get MRT off the ground, they looked at coal and were trying to setup something like what you are talking about.  Getting REEs from coal waste.  The one tidbit of data I remember is that one ton coal has 50K worth of REEs at 2015 prices in the coal and burning does not effect REEs in the coal.

I have an eclectic mind that collects tidbit of data.  Many years ago I saw documenutary on how India get rid of coal waste.  Mark, when the exes at Ucore are in talks with Omnis Sublimation Recovery Tech on concertrate that DOD wants Ucore to separate.  Please make sure that they know these facts.  1. India gets rid of coal waste by making the fly ash into bricks and then using them to build with.  2. The EPA will not let companies in US to do this because of what is in the fly ash, lead, mercury, arsenic and etc.  The exes know that SX can be used to extract any element.  Sounds to me like a licensing deal can be made to use RSX to remove the stuff EPA wants out and a poison free fly ash can be used in brick making.  If I remembe right it dropped the cost of the brick by half.  Finding a way to recycle the fly ash and making a profit.

From the dates your posted I would say that the Army wants Ucore up and running by June 2025.  the would be the first stage of development, the 2500 tons per year.  Knowing governemnt like I do they will over pay at the front to get a lower price on the back end.  It will always boil down to how much demand the Army has in 2025.  If it is more than Ucore can produce then DOD will fund stages 2 &3.  The OEMs may have to wait until the Alaska plant is on line.  I could see Ucore getting the building build in Alaska, while working on the second stage in LA.
