The mineral lease and industrial approval are provincial applications, and the PC government in NS seems to be friendly to this mine (at least the environmental approval suggests this). 

The Fisheries Act is federal, and hopefully the appointment of former Senator Furey to the board would've helped guide this application. He wouldn't hold sway anymore (at least not officially) but would know the ins and outs.
