They need a unit that works.  Some government tenders called for a dual purpose that would detect both alcohol and thc that kiboshed their first effort.

They are working with the science that works in the lab and even trying to patent items for the purpose of getting the breath sample from the roadside to the lab or the desktop version that they are working on.

Plus there needs to be an arbitrary level of thc in your system accepted by the courts and legal system as legal impairment.

The stakes are high because the penalties are high, job loss, license loss are potential pitfals for lawyers to fight over.

There are several efforts at delivering a thc breathalyzer but the laws are such that the spitalyzer models collect dna which you need a court order to do and they aren't really a true breathalyzer.

Now science and study is finding that some cbd causes impairment and some thc doesn't.

The US government just passed some laws for the scietific community to study cannabinoids more to the degree that they need to be studied.0

The MS model works in scientific hands which they need to dummy down for law enforcement who are looking for the pistol type, yes or no version emulating the pistol type blood alcohol tool.  It also has to work at the roadside, in all types of weather, temperatures and humidities and that is a tall order.

There aren't that many entrants to produce this because of the difficulty.  I would have thought that all the bac breathalyzer players would be working on this as a natural business expansion to maintain marketshare but that isn't the case because they recognize the costs are heavy and achieving milestones difficult.

There are a couple of serious contenders working towards the thc breathalyzer, mostly private companies and I believe that whoever delivers the real deal thc unit will reward their investors well.

Lifeloc a former contender that I believe have given up on producing a thc model got to close to $40 for their bac model and there are plenty of players that have cracked that nut now.  Not so much for a thc model.

I am waiting for an AI model that might be easier to get through the system for the purpose of having a reliable, legal passed tool that law enforcement and business owners are screaming for.

Could happen and I would be interested in purchasing shares if somebody is going to take a run at it.  An AI unit could be closer to the holy grail, detect all impairments for drivers and operators to prove whether they are safe to take the controls.
