I think holdup is more on Turkey end. Probably putin influence as Russian Urals compete with Kurds type of oil.
Turkey is probably getting the USA squeeze and pressure to open it.
It's closure has had more of an impact on oil then most realize.
That kurd oil goes to europe mainly and is good for france and germany refineries to make diesel.
Instead Europe has to buy USA light oil and produce more gasoline ratio.
Russia has alot of reasons to want that pipeline from Iraq to Turkey to remain closed.
Iraq just paid off their Kuwait war reparations no that long ago...thats why quaotas mean less to them. rebuilding more compared to rest of middle east.
Russia that needs to cut more if Turkey pipline opens.
