I may be ahead of myself on that last post. Understanding of the language of the documents can be a struggle at times :-))

I think in going back to an approved document (as an example) that item "Issue Fee Payment" is actually the USPTO saying to the Company that they have been issued a request for fee payment ($480). After the Company pays the money (by card or whatever) the item for that will be:


I could be wrong but it seems the ball may be in the Company's court right now to pay the fee, and then the patent issue can take place.
