It seems to me, that the requested information is only going to add to value of the Reserves/Resources. Had they not done the extra beneficiating, the same amount of boron would still be there. I think this could potentially expand our valuation a bit more as what comes out of the ground can be turned into(or already is), higher grade product, according to the testing done. I think so anyway, from what I read.  I'm not geologist or miner.
Now maybe the Board told us to get the stuff done or you get rejected, but I don't see it that way. Probably more like, do this little bit of work and you mine is worth 20% more.  Why don't you quickly whip this up and get your FS done at the same time, and it should all go through before Christmas.
The testing is already done and the results are public. How could you say, "Ha!!  We got you!!!  You did some extra work and the project is way better, and now we reject you!!!  Take that!!"  That doesn't make sense.  It would only strengthen a legal case to fight the government.  Or, "Add in some info from another report that is over and above what we asked for.  Oh, and while you did that, you took too long!!  Ha!!  We reject you!!"  Doesn't sound fair or very likely to me.
