Economics 101 dictates that at lower prices, there is more demand for that thing (in this case oil). Since ENB makes money on the volume of product going through their system, then more demand for oil would increase revenues if the pipe was not already at capacity. It certainly wouldn't reduce revenues..
The only possible exception to this would such a low oil price that producers reduce their production and hence throughput in the pipeline.
