I believe it is a foregone conclusion too, but it may still be a catalyst in that many potential clients are likely waiting for this for insurance purposes on the advice of their lawyers.

Just my hunch, I would certainly be mindful of such a designation before transitioning from old CEIA's that provides me with that insurance.
