Isn't Sigma incorporated in Canada?

Isn't Sigma incorporated in Canada?Exactly a year ago, Canada ordered 3 Chinese companies to divest holdings in 3 Cdn. lithium explorers.

In November, three Canadian miners listed on the TSX Venture exchange — Power Metals Corp., Lithium Chile Inc. and Ultra Lithium Inc. — were told by the government that their Chinese investors Sinomine Rare Metals Resources Co., Chengze Lithium International Ltd. and Zangge Mining Investment Co., respectively, needed to sell their stakes in the companies.

As far as I can see, 2 of the 3 Cdn. companies had assets outside of Canada, yet all 3 got rid of their Chinese shareholders. So wouldn't Sigma have to re-incorporate outside Canada if they wanted to swing a deal with a Chinese company?
