This is short-sighted.  He needs to realize that MJ will be sold with or without legal licensed operators.  By making it hard for legal operators to come in he is sending money to the blackmarket and losing the chance to collect taxes on those sales.  He is also taking away the opportunity for folks to get legal jobs and themselves pay income tax to the state.

More folks need to look at what has been accomplished by Colorado since they legalized.

This is likely going to cost him alot of votes IMHO
