China preparing to choke off America's REES.Dear Pip, 
Why?  If Ucore is going to get 4 million for testing and 10 to start building the plant, with a second award to cover the rest for the first stage.  Why would they need to do a PP of stock. Just because you can't be wrong?  If China cuts off REEs then DOD will want Ucore to speed up building plant ant will dump tons of money into see that happen.
