Comparing the Canadian and US systems is a wasted excercised - informed investors are aware that individual states, not the federal government control inter state commerce. If you think federal legalization automatically allows free, unregulated access to all states - you are uninformed.

Interstate cannabis is not allowed now - even between two states that have legalized. Each state has its own rules, regulations and document processes - it's one reason why CBD drinks for Truss USA were a bust - too much different paperwork to ship to different states.

One reason the states are unlikely to surrender this control is protectionism . A state with a fledging cannabis sector growers, retail and tax collection is going to be reluctant to accept cannabis from importers such as Tilray - but imports aside, they're going to be reluctant to accept cannabis from a state such as California who has a glut of oversupply and inventory. Oversupply from inventory being dumped results in lower retail prices, lower taxes and more local cannabis companies being unable to survive.

One additional issue is that while the federal government might legalize, it's up to each state to decide whether or not it will be sold in their state jurisdiction.

Figure it out - Tilray and other Canadian cannabis LPs have zero guarantee of free access to the US.

Before the Hexo Merger into Tilray ...Hexo bought the competitions brands accumulating an out of control debt resulting in Tilray taking over Hexo including that overwhelming debt.

This burden and not being able to participate in the USA markets when Cannabis becomes legal will keep Tilray in the smaller retail market where meeting finiancial obligations a serious struggle which managment is aware of.... creating opportunity for this continous merger takeover happening!

which results in a smaller amount of shares at a smaller evaluation per share value....

end result is a loss of funds again.... playing the voltility is the way to make some good cash...
