Port of Chancay

Port of ChancayA few questions about China’s new seaport in Peru.  Port of Chancay is part of China’s Belt and Road Initiative, which was launched a decade ago in 2011.
Two issues:

  1.  Started 12 years ago before the 2017 El Nino floods.  How much was extreme weather taken into consideration at that time?  I suspect little or none and that maybe it’s undoing.  No benefit from a port if it is stranded by flooded transportation systems on land.
  2. State run projects often continue even when serious questions arise on usefulness.  Politicians and bureaucrats are reluctant to admit errors.
