He doesn't understand when contracts expire the Government agency calls for new current prices thru a tendering process.

Lichtenstein's Medical Cannabis 1st supply tender, that Tilray was awarded expired and in May, Lichtenstein put out a new supply tender for their Medical Cannabis needs.

A new 'start-up' from Denmark was low bidder on the 2nd tender.
The company does not even have 40 employees.
When the Danes 1st order to supply to Lichtenstein came due, the new Danish start-up could not supply the order.

Lichtenstein must have realized a supply problem from the new start-up from Denmark was likely so even though Tilray's contract expired, Tilray was asked to supply a much larger amount to help the local pharmacies. Lichtenstein is still using Tilray extracted oils and cannabis into July, the last report I have read about it. 

This small Danish firm likely got into the Canadian Medical cannabis supply.
They will likely be in the 80% of new cannabis start-up failures this person Maersk, aka... enjoys discussing.
