Not Exactly...

Everyone knows there are some (10) ten boxes that any company must tick off before moving upward consistently. 

However the environment ( universe) must support the category for there to be a path for success. 

Right now there are no lights on juniors so no one can see them. It forces traders to use tax loss selling when they would rather have big profits and pay taxes.
