From what whois posted from the 9.iif, phase II is the downstream tri-oxide process plant to be built off site in another industrial area nearby.

Even though Lewis said "would take 6 weeks to get in to the (Moly) deposit", that does not mean "soon", it just means how long it could take and how close it is now they have exposed and built all the tunnels and galleries to the Hanging Wall and Foot Wall strike zones for Tungsten extraction.

In the presentation on Almonty website it states more test drills needed to establish the extent of the Moly deposit, so...not too soon for this phase just yet.
A new independant process plant is slated to be built on site "over the hill" for Moly processing. Still more to do on this phase.
