They would have had a lockout period for the budget publication which I'm sure they were counting down the moments until that black out period expired so they could get shares at this price.

The juniper sale is definitely done, but can't be made official until the lockout period expires which I think is on Monday at the earliest.

This assumes that Juniper will sell at the earliest opportunity like they did for the first tranche. I think that's a fair assumption. The whole idea of this deal for them was to exit the Ranger investment.

The purchases also make clear that there is no SIB in place to take any portion of the Juniper block if in fact that next block will be an imminent disposition. It would consitute insider trading of the highest order as such .......... but Juniper and another entity signing an agreement for a block trade has no implication of insider trading considering the stock is at very juicy levels to purchase for the purchaser of the block, insiders and any other person on the street !!!
