The owner of the Washington Wizards and Capitals and Virginia's governor announced a plan Wednesday to partner on a deal that would send the teams across the Potomac River to play in Alexandria instead of D.C. The deal would transform a recently burgeoning Virginia neighborhood but send shockwaves through downtown D.C. in a neighborhood that's accustomed to hosting tens of thousands of fans but has been struggling with crime.
