BB, for clarification,
The mining law has no mention of a 2-month administrative period for approving the exploitation field licence.

The only mention of time in that section of the law refers in Article 70 to "ask the applicant to make a correction or amendment of the application within 30 days of receipt the notification.'

I agree with your estimate of end of Q1-2024 to get the licence - maybe a month extra but not much more. Anyway, that's pretty much as "imminently" as you can be in in Serbia.
