It is my belief that once they entered a contract with Maxim to do the original financing...that they were legally obligated to complete the contract so they raised the minimum amount necessary to complete their legal obligations..In the meantime they worked at or arrived at another way to raise funds with less dilution but are not in a position to announce it at this point in time...perhaps by Thursday or next week..if you recall Mazan et el had to sign non disclure agreements and that is why we have not heard from them.
