Stocks jumped to a record high as giddy investors piled in and long-term rates fell sharply. The encouraging words from Jerome Powell were seen as a sign the central bank would begin to cut interest rates starting in March. Fed officials, on the other hand, insist its premature to declare victory over inflation or to begin to plot the first rate cut.
