Demand of servicesWith all the motions towards eliminating private agencies in Quebec, the reality is that the system desperately needs every resource they can get:

I have more confidence in PHA setting up an effective coast-to-coast operation, than a provincial government enacting something which doesn't really address the systemic issues.
