EV makers know that in the 5 - 10 years or so a deluge of affrordable EV's  from Mexico funded/made by Chinese parent companies setting up shop there will likely be flooding the U.S. market.
Tesla could use an edge to save money eg. with it's new compact hatchback by employing Exro's technology.
