Military acquisitions

Military acquisitionsJust read an article this morning concerning our navel capabilities. It was stated by a Canadian admiral. Apparently we lack the ability to fulfill our navel defense requirements. The frigates that we are in the process of acquiring are way behind and way over budget. 
The same thing will happen to the boeings that we will purchase. By the time we eventually get them they will be on the verge of being obsolete and will require upgrades that will double the cost. Much like the reprobate submarines that we purchased a few years back. Are the people who make these decisions on the take or just plain incompetent?
Our partners are getting fed up with us.
We are starting to be looked at by other nations like the brother in law with bright colored socks who comes for a visit and never leaves.
