i was wondering the same thing myself, doesn't add up .
And how come it's safe now but it wasn't at the first hearing.

- the CER are a BUNCH of CLOWNS who DO NOT LISTEN to the GEOLOGISTS and ENGINEERS at TMX
- ONLY when TMX put OUT the EMPHASIS that the 30 inch PIPE {42 inch BOREHOLE} will EASILY HANDLE the INCREASED PRESSURE and that INSISTING on a 48 INCH BOREHOLE (36 inch PIPE) HAD A HIGH-PROBABILITY OF BOREHOLE FAILURE due to the FRACKING of the HARD ROCK and the UNSTOPPABLE WATER EGRESS into the BOREHOLE
- with a BOREHOLE FAILURE, they would have to REPERMIT NEW PIPELINE PATH, get ALL the REGULATORY APPROVALS and RIGHT-OF WAY with the INDIGENOUS CLAIMHOLDERS leading to a POSSIBLE TWO YEAR DELAY and MASSIVE MONETARY LOSSES
- IMPORTANT NOTE:
* the 30 INCH PIPE 2,300 meters borehole section will NOT DECREASE TMX PIPELINE CAPACITY {@ 590,000 bbls/d of HEAVY OIL} as TMX will INCREASE PRESSURE on this SEGMENT BETWEEN the TWO PUMPING STATIONS
- ON the SECOND TRY, the CER CAME TO THEIR SENSES
