Correct. First need to sign the first contract and deliver a product that meets expectations, not a guarantee given that it has not been commercialized yet.

And the signing of the first contract is not just contingent on an agreeable SOW and contract terms, but also the client's ability to raise financing.

There are tons of Pyro "springboards". There have been many for quite some time but still waiting for "springing".
