"Technically" you need to know how to tell if a Shareprice is under the fundamentals, which by all accounts it is. 

Regarding your comment on the "price target", you are incorrect (again).  Financial backers came in and agreed to purchase shares at that price however they are not going to agree to a price higher than current levels.  The company is NOT setting any sort of price target for a low nor for a high.

When these guys offer to hand over Millions of dollars in exchange for shares then they tend to insist on getting those at a bit of a discount to help ensure their investment in the shares is profitable. Investors who deal in Millions of dollars also tend not to be day-traders or swingtraders, they tend to be willing to hold for extended periods of time to see additional future returns.
