Yes, I see your point rockminer, and Sages' post after yours also shows the mills still in storage off site.

So, after re-looking at the 3d flyover of the site process plant on Almonty website you can see two different height sections to the process plant building.
The higher one for mills and cyclones,and next door the lower one for chemical processing.

It's almost out of picture, but I can see the building structural colums for the mill section have haunches that would support the rail beams for a overhead gantry crane to service the entire area of the mills area.
As you can see all the equipment is open to above access, and there is a road access in front of the mills for trucks and smaller mobile cranes.
This area has the most need for regular maintenance as it has the highest rate of equipment wear for mills, pumps and cyclones.

The chemical part of the process might, and should have a gantry crane as well, small mobile cranes can do some jobs but why not have a gantry crane instead of hiring a mobile one ?

I have been involved in building mills in the open, but it was in dry, hot parts of the World.
I would think that Almonty would like to do this after the roof, walls, gantry crain and steel structures are up.

I think the order of operations on the plant build would be :
- Dump hopper pad, hopper, primary crusher, screens building,
- Stock pile and reclaim tunnel.
- Process plant building shell erection.
- Install equipment.

Better to install under cover than not, and better to use your own in house cranes.

Of course I could be wrong.
