I think this where I am confused: "The Act would regulate digital news intermediaries that make news content produced by news outlets available to persons in Canada. Search engines and social media services fall within the definition of digital news intermediary."

Google doesn't reproduce what is written, it just provides a link staying the headline.  I may be wrong on this but I don't believe that Facebook is showing the entire article either, it's usually just a link with the headline and the cover photo. So to me it sounds like are saying that if you have the link at all you are financially benefitting from it, but I don't necessarily agree as some people are going to click on it that otherwise would not have. 

I might be dead wrong on my understanding. I am just a layman and have not done much research.
