Yes, that is exactly why Tehachapi transports water via the water aqueduct 400miles (650kms) and pumps it 3500 feet up a mountain, utilizing natural gas and electrical pumps to the Tehachapi Almond Growers Association. (who don't exist)

In 2022 (the last Annual Water Report) from the water supplier-

Agriculture used 131 acre feet of water
M&I used........... 269 acre feet of water

Damn Almond Growers taking all the water.
