1) Colombia can't just give out the settlement money without howls of protest from taxpayer, envinronmentalists, opposition politicians.  

2) No private company will want to buy the assets because there can be NO assurance that the next Colombian government won't proceed with the same shenanigans.  Paramo!

3) So, create a state-run company, Ecominerales, which then purchases and manages the assests.  It resolves these two problems and resolves the ISCID issue.
