Would the company purposely NOT send out the info circular and proxy material so we cannot VOTE on February 27th?

Today I sent an email to Stacey Prefontaine (CFO, Corporate Contact for CEAPRO) asking why shareholders have not received the info circular / proxy materials to allow us to vote in 2 weeks on Feb. 27th.
