I think you are right - no matter the president. The price would fought through the courts eventually. That would take years - a minimum of say five I am guessing.

However, if the signals were all - "let's get this over with and the best way to compensate the American companies that show losses is to reinvigorate the Cuba economy". All that is a ten year project to be sure.
