IMO, once Boron One receives approval for the Exploration License in the Basin I would expect a third party to come forward and pay the costs associated in drilling the basin, as per a previous News release of Feb 14,2020.
Here is the quote from the News release by TD-

"It is the intention of the parties (Kop and Erin) to conduct future exploration on Jarandol by way of a strategic partnership with a third-party investor".

We shall see soon enough where all this goes, as many options available...moving  forward as we inch closer to the finish line & receive the mining license at Piskanja.
