The vote that counts is the YK dene First Nations who will control what happens on all land around YK ... North and south and east and west lol) so i would say is in their hands ... GP works hard on that relationship.

they have a significant mine construction company Deton Cho ( they built and operated the only RE mine in Canada at Thor lake off great slave lake so that speaks volumes)

if GP does something ... they will be involved and that means  $$$$ for them.

as far as town folks ... well anyone who was here in the 80 and early 90's would know what a mine can do for a town .... when giant and con closerd  ...everything went for shite ... with diamonds coming to an end ... seems to me many will be on board as this spells local jobs. we can deal with the noise and some dust, we need a development and I think he will be welcomed with open arms by most but the big stick in this is the First Nations and GP knows that.
