Without capital the trading stops so the raise is very important as it provides much needed funds and lets you know interest in company. There is no money to be made trying to day trade this stock as volume is minimal. Not caring how much they raise also highlights that you're here for a quick buck which is quite funny.  Must really believe in the tech lol.
