As far as I can tell, SD is on verge of becoming NRC "Agreement State". House Bill 1071 would do that, and as far as I can tell landed on Gov Kristi Noem's desk today, having passed House and Senate almost unopposed.

The bill would make South Dakota an "NRC Agreement State", just like Texas and Wyoming are, and have the state handle "one-stop applications". The relevant federal statute (circa 2005) is listed in the bill's text, at the above link.
My sense it this would move Dewey-Burdock along more readily.
It's possible I am wrong, that what passed the SD House and Senate was an agreement on a revised text, but looks to me like it's the bill itself.
