It is important to remember that QTRH does not receive revenue based on "per toll transaction" but they do get exposure to the larger toll operation in the USA.  As you might recall, ETC's bid was 20% below the next bidder on the EX-Pass I/O Hub.  I am still of the opinion that the EZ_Pass I/O Hub quote was a marketing initiative to secure exposure.  The jury is still out on whether or not this pays off.  However, I believe that in the past year QTRH quoted on some of the top opportunities and declined to quote on others.  There is no doubt in my mind that QTRH is better positioned to go after some of these bigger toll operations now that the implementation projects are well along; the learning from the glorious seven is in hand; the bid process has been tightened; and the implementation streamlined.
