It's happening with BCE. Once the BoC begins monetary easing, it will be too late to buy in this range again for a very, very long time.
BCE is at a 10 year low, with never before seen Yield.
There was a positive article by Desjardine that comments about the dividend being safe. Once more positive articles come out, the stock should take off.
