Northern Graphite Corporation is a Canada-based flake graphite producing company. The Company is focused on producing natural graphite and upgrading it into high-value products critical to the green economy, including anode material for lithium-ion batteries/electric vehicles (EVs), fuel cells and graphene, as well as advanced industrial technologies. Its mining operations include Lac des Iles, Okanjande and Bissett Creek. Its products include Flake Graphite Products and Porocarb Products. The Lac des Iles (LDI) mine is the only flake graphite producer in North America. The LDI mine is located approximately two kilometers south of Lac-des-Iles, Quebec, 110 kilometers (km) northeast of Ottawa and 180 km northwest of Montreal. The Okanjande mining is located in Namibia, one of Africa's finest mining jurisdictions. It holds a 100% interest in the Bissett Creek Project, which is located around 15 km from the Trans-Canada Highway between the towns of Deep River and Mattawa, Ontario.

For the most part you would be correct.
Although, I have to say that while the primary focus is on U.S. based entities, the DOE's programs may have specific eligibility criteria that could potentially include non-U.S. companies.
We note that it would, however, be essential that a high level DOE administrative review of the details of each program be undertaken, in consultation with The U.S. Secretary of Energy and the very President who appointed the Canadian born Jennifer Granholm of course, in order to determine eligibility and applicability on a case by case basis.

It's not entirely expected by most and yet, certainly not impossible that the DOE be allowed to provide various funding mechanisms, including "guaranteeing loans" for non-federal entities and providing grants for additional energy transport capacity, which would include grid and micro-grid battery storage systems manufacturers, e.g. Tesla, and/or particularly the very companies perhaps proprietarily process manufacturing (from the mines to finished "BAM" material) critical elements comprised "BAM" in facilitating a greater peak demand and emergency energy storage and transport/transmission capacity for Nation wide and North America wide electrical energy support infrastructures.

Youknowwhat would note I did actually state " . . ., such most informed persons would perhaps tell you that Nouveau Monde Graphite is more likely to be provisioned about $250 Million worth in capital loan guarantees by the U.S. International Development Finance Corporation and at least $100 Million in U.S. DOD and DOE grants."

When a President Biden comes to Canada and speaks to Canadian parliamentarians of how the U.S. would be looking at funding the further development of critical elements bearing lands into production, so as to "secure" a steady long term supply of (graphite) critical elements material in support of the U.S. Government's need to bolster and sustain America's  National Economic Security and therein strengthen America's long term National Security, I wouldn't doubt for a single nanosecond that the U.S. Secretary of Energy, Jennifer Granholm, would be provided carte blanche in terms of necessarily supporting said U.S. Government authorized imparatives.

The U.S. International Development Finance Corporation had offered $250 Million worth in capital loan guarantees for the nation of Angola and it's Lobito railway corridor straight into and through to the Democratic Republic of Congo's discovered Copper district, ask Ivanhoe Mines Ltd's founder Robert Friedland about it.
You do know who Robert M. Friedland is, yes?

Nouveau Monde Graphite would stand to immensely benefit from the such previously described efforts of comprehensive support.
I it would be nice were NGC to some how miraculously benefit as well.
Who knows and "who" is not telling.
