50 plant comments are at around the 34 minute mark of the January 11/24 interview and at around 11 and 21 minute marks of the February 1/24 interview. At the last reference he murmurs even 5% of 5%. I don't think he intended that to be taken as a firm plan going forward, but just some sense of scale.
In the first reference, he says 50 in 10 years, in the second he says 50 in 15 years But I don't think he is intending people to consider it as a precise plan, building and proving a pilot plant is the next key project delivery milestonr.
The thing about all this ecoomic modeling about what can come in for HPQ is premature. Depending on agreements, they could build and own plants themselves and sell the fumed silica, they could licence the intellectual property for others to build and operate them, they could sell the whole business line and be done with it, many other combinations and permutations.
