Ultimately the DEA has NO CHOICE in the matter. They are public servants who do not set policy. They may at times, be called to advise in some matters but ultimately their job is to abide and enforce policy set by the standing government through regulation and legislation.

If the government says reschedule then that's what the DEA will do.
