'Recreational' cannabis is federally illegal in the U.S.

therefore, regardless of individual states legalizing it - federal law prohibits 'trafficking' of illegal drugs. Re-scheduling does not legalize cannabis.

Rec cannabis is legal in Canada of course - but Canadian law does not allow either the import or export of cannabis - except for medical and research purposes.

So - neither country allows recreational cannabis to be exported into the US
